CENSUS DATA DISTRIBUTION
The Regional Commission serves as a depository institution for U.S. Census data. Regional Commission staff provides census data to local governments at no cost. A nominal fee for reproduction of materials is charged for all other requests.
CHARTERS
Planning staff can assist a city with revising its municipal charter. Charter changes must be submitted to and approved by the Georgia General Assembly.

CODE OF ORDINANCES
A codification program is an economical and effective way for area cities and counties to organize their legal records. It is vitally important that local government officials, their enforcement agencies, their courts, and the citizens in a political jurisdiction know precisely what local laws are in effect and where those laws can be found.
A codification program brings together, in a bound volume, all the local laws and regulations affecting a given locality. The process eliminates local legislation that is unconstitutional or illegal under existing federal and state statutes. Also, dangerous gaps in local laws can be filled. Ordinances are organized in a logical manner with a detailed index. This enables government officials, law enforcement officers, and interested citizens to identify all applicable laws for any situation with a minimum of effort.

Annual Subscription Service: Annual subscription update service is available by contacting the Planning Director. The annual subscription service provides annual updates to your jurisdiction's code that incorporates changes in Georgia Law based on the most recent General Assembly session as well as any local ordinances or resolutions. Cost: $10 per page for addition of new local ordinances or resolutions.
COMPREHENSIVE PLANS
The planning staff assists local governments with the development of comprehensive plans in accordance with the Department of Community Affairs Minimum Planning Standards and Procedures. Plans provide data on population, economic development, natural and historic resources, community facilities, housing, existing and future land use, and include information on community goals. Comprehensive plans are used to help plan and manage future growth.
EDUCATIONAL PROGRAMS
The Planning Department annually hosts 3-4 audio conferences sponsored by The American Planning Association and Lincoln Institute of Land Policy. Topics address the latest community planning issue. Attendance is free.
The Planning Department annually hosts 1 - 2 educational workshops on community and water planning issues.
GIS MAPPING AND DATA LICENSING SERVICES
Custom maps (Map Request form) are developed by request. The fee for mapping services varies depending on the scope of the project. Typical mapping products include zoning, parcel, street, and location maps.
We offer Data Licensing Agreements (DLA form) to local governments and others interested in obtaining data from the RDC. This allows for an exchange of data, whereby, the RDC agrees with the licensee that they will make updated data available to the RDC in a timely manner. This benefits both the RDC and ultimately our members.
GRANT ADMINISTRATION
RDC staff has extensive experience in grant administration. The fee for grant administration is 3-5 percent of the grant award, depending on the complexity of the project and the number of staff hours involved.
GRANT WRITING
Local governments can receive assistance with the development of many grants including the following:
- Community Development Block Grants
- Governor's Discretionary Fund
- Land and Water Conservation Fund
- Local Development Fund
- Recreation Assistance Fund
- Other miscellaneous grants
Local government dues pay for part of the cost for grant writing assistance. However, the applicant must incur part of the cost. Fees for assisting a local government in writing a grant application are listed below:

- Land and Water Conservation Fund - $500.00
- Local Development Fund - $100.00

RDC staff assists local governments in developing land management ordinances, including:

The fee to develop ordinances varies depending on the scope of the project.

TECHNICAL ASSISTANCE
RDC staff provides technical assistance to local governments on an array of issues, including interpretation of land management ordinances and information on grant funding sources.
The RDC has a broad range of sample ordinances on file from other jurisdictions. Copies can be furnished to local governments on request.
